Enrile, Cagayan / Aurora, Isabela – As part of the ongoing efforts to promote labor-management relations and alternative dispute resolution, Regional Conciliation and Mediation Branch-II (RCMB-II) pursued the establishment of Labor Management Cooperation (LMC) and Grievance Machinery (GM) in the region and successfully set up the LMCs of two companies in the Cagayan Valley Region. Francis Domingo Nitura (FDN) Integrated Farm and Enrile Teachers Multi-Purpose Cooperative (ETMPC) formally committed to the Board’s LMC and GM on May 27 and May 28, 2025, respectively.
This is a result of the RCMB-II intensified advocacy initiatives in collaboration with Regional Tripartite Wages and Productivity Board (RTWPB) and the Cooperative Development Authority (CDA).
“What we appreciated most is learning how to handle disputes constructively,” said Emiliana Gammad, Executive Assistant at ETMPC, expressing gratitude for the practical relevance of the topics discussed. She represented ETMPC as one of the cooperatives during the signing of the Memorandum of Agreement with CDA on March 18, 2024.

The immediate interest shown by the cooperatives highlights the vital role of early outreach in fostering understanding and trust. Through strategic connections and timely engagement, the stakeholders recognized the significant value of NCMB’s programs in addressing and resolving workplace issues before they escalate. This proactive approach not only strengthens labor-management relations but also promotes a culture of dialogue and cooperation.
