DOLE Northmin and RCMB-X roll out the revised SEnA rules and DOLE-ARMS system, showcasing collaboration, innovation, and commitment to faster, tech-driven labor justice.

Cagayan de Oro City – Following the regional roll out of Department Order No. 249, series of 2025 or the Revised Rules on the Single Entry Approach (SEnA), and the implementation of the DOLE Assistance for Request Management System (DOLE-ARMS), Regional Conciliation and Mediation Branch-X (RCMB-X), in coordination with the Department of Labor and Employment Regional Office-X (DOLE NorthMin), conducted a two-day capacity building activity on July 3 to 4, 2025 at Dynasty Court Hotel, Cagayan de Oro City.

The Revised SEnA Rules formally integrate the DOLE-ARMS as an alternative electronic platform for filing Requests for Assistance (RFAs). Developed by the National Conciliation and Mediation Board (NCMB), the DOLE-ARMS allows clients to file RFAs and monitor their progress online. This innovation enhances public accessibility while streamlining internal processes for frontline personnel. Moreover, the system marks a significant step in the Department’s broader initiative toward digital transformation in client services, in keeping with the administration’s thrust under President Ferdinand ‘Bongbong’ Marcos, Jr.

DOLE Northmin Regional Director Joffrey Suyao opened the session by encouraging participants to embrace the reforms introduced under the revised SEnA rules, and to ensure compliance with the prescribed Process Cycle Time (PCT). “Let us see how we can further improve our disposition rate, and even more so our settlement rate,” he emphasized, underscoring the importance of timely and effective resolutions of labor disputes.

Regional Director Aerrine Marie Reyes followed with a discussion on the key provisions of the revised SEnA Rules. She actively engaged with participants in an interactive session and addressed their questions on the implementation of the reforms. “Our clients approach us with trust, believing we can help ease their burdens. That is why we must fully embody the spirit of the SEnA program—offering assistance, whatever the circumstances,” she stressed, reminding participants to adopt a human-centered approach in handling conciliation-mediation.

To complement the discussion on revised SENA rules, Administrative Aide VI Mikhael Vince Pimentel of RCMB-X conducted a comprehensive walkthrough of the DOLE-ARMS platform. He outlined the system’s features and functionalities for various user roles and facilitated a series of interactive workshops. Under his guidance, participants engaged in live system simulations and role-playing exercises based on actual scenarios, while addressing technical concerns and system-related concerns in real time.

To ensure that implementation aligns with agency performance standards, Supervising Labor and Employment Officer Gwyneth Abella presented the 2025 Revised OPCR Success Indicator and Rating Guide. She reminded participants of the importance of meeting prescribed targets while consistently maintaining the quality of service provided to clients.

The activity concluded with a feedback session that yielded valuable insights for system enhancements.
