National Conciliation and Mediation Board
Regional Branch No. IV-A
5 March 2020
Concurrent to the celebration of Women’s Month, three (3) female conciliator-mediators in RCMB IV-A, with the assistance of its head of Office, Director Jay Jasper B. Javines, proves their expertise and effectiveness in handling labor disputes as they resolved the Collective Bargaining Deadlock at Calapar Services, Inc. on 5 March 2020.
The case which originated from a preventive mediation failed to reach an agreement as both parties remained firm on their respective proposals over the CBA deadlock issues, specifically on wage increases and retirement benefits.
At this instance, Calapar Services Employees Union filed a notice of strike against Calapar Services, Inc. on 6 February 2020. A strike vote was conducted on 3 March 2020, and a positive result to stage a strike was achieved by the union. In relation to the impending conduct of actual strike, the management filed a preventive mediation case against the union citing the “No Strike, No Lockout provisions on their existing CBA”.
But with the power of persuasion of team conciliation led by Director Javines and conciliator-mediators Ma. Delia D. Yu, Michelle Jean O. Reñido and Corazon M. Fegi, the deadlock became an agreement. Calapar Services, Inc. is a meter-reading contractor of MERALCO operating mainly in the Cavite area.
