NATIONAL CONCILIATION AND MEDIATION BOARD
29 APRIL 2020
As one of the Board’s initiatives to establish a government identity for its personnel, the NCMB has migrated to the GOVMAIL system of the Department of Communication Technology (DICT). The Board, in coordination with the DICT, has facilitated the availment of the GOVMAIL system under the Liham.gov platform in the
last quarter of 2019. A total of 222 GovMail accounts were provided to the Board by the DICT.
In December 2019, the DICT conducted an orientation on Google Suite in preparation for its transition from Liham.gov to Google Suite platform. On 7 February 2020, the DICT has facilitated the migration of the Board’s Govmail
accounts from Liham.gov to G-Suite platform. The same was activated on 10 February 2020.
As part of the Board’s staff development program and to familiarize the Board’s employees on the use of the GovMail Account, the Central Office facilitated a GovMail Users’ Training conducted by the DICT last March 9, 2020.

The said system allowed electronic transactions and alternative work arrangement in the Board possible. Under the GovMail system, NCMB officials and staff were able to utilize the video conference and chat features of the G-Suite. It also made possible the use of new channels of communication such as online transactions, zero-contact and paperless systems. With G-Suite, documents, spreadsheets and presentations materials prepared in this platform are shared with concerned officials and employees for simultaneous editing and revision. This made communication within the Board easier despite the implementation of Enhanced Community Quarantine due to COVID-19 pandemic.
The Government Email System (GovMail) provides a corporate identity to government agencies through the use of domain user@agency.gov.ph . NCMB is now known for its domain, ncmb.gov.ph. The GovMail system is implemented in line with the e-Government Master Plan that aims to modernize government processes to improve the delivery of goods and services to the public and to promote transparency.
