Clark Freeport Zone Building on the existing partnership between the National Conciliation and Mediation Board (NCMB) and the Clark Development Corporation (CDC), a Memorandum of Agreement (MOA) was officially signed on May 28, 2025 at Clark Freeport Zone (CFZ), Pampanga by the heads of both agencies. The signing aims to renew and strengthen their shared commitment to cooperation and the promotion of industrial peace. It also served as one of the key highlights of the CDC’s Labor Month celebration event titled “Alay sa Manggagawa: Pagkilala at Pagpupugay sa mga Manggagawang Pilipino”.

Key representatives from various government agencies were also present in the ceremonial signing, including Department of Labor and Employment (DOLE) Secretary Bienvenido Laguesma.

Under the new agreement, the two agencies committed to conduct joint training programs, seminars, and orientation sessions focused on building workplace cooperation and partnership. Furthermore, the MOA provides for regular education on voluntary mechanisms for labor dispute prevention and resolution—actively promoting the use of peaceful, non-adversarial approaches in addressing labor issues.

This latest MOA renewal follows previous agreements which established five-year partnerships aimed at promoting voluntary labor dispute resolution and harmonious labor-management relations within the Zone. Unlike the previous MOA, the new agreement has no expiration, signifying a long-term and enduring commitment between NCMB and CDC to foster industrial harmony and stable labor relations.

This agreement not only reaffirms the partnership between the two agencies, but also strengthens labor-management relations, and fosters industrial peace within the Freeport Zone. It further ensures the efficient exchange of information relevant to labor relations and economic zone development.

In line with this, a Technical Working Group (TWG) was also established to monitor and assess the implementation of the initiatives, and recommend improvements as needed.

With the MOA now in effect, both agencies recognize that fostering a harmonious labor environment is vital to the region’s economic growth. It reaffirms their shared commitment in nurturing productive labor relations and building lasting partnerships that will benefit CFZ locators and the Central Luzon community.
