Executive Director Shirley M. Pascual yesterday announced the settlement of labor dispute involving the Yokohama Tire Philippines, a manufacturer of tires in Mabalacat, Pampanga.

Citing a report from Regional Conciliation and Mediation Branch- III Director Edgar G. Aquino, Pascual said conciliator–mediator Othello B. Tongio, Jr. managed only two conferences to settle the preventive mediation filed by the Alliance of Yokohama Employees (AYE) on January 6, 2017 on account of Unfair Labor Practice (ULP), specifically issues on intimidation, transfer of union members, optional overtime, and diminution of existing benefits.

The agreement includes the disclosure of necessary information to the union on issues of transfer of union members to another section or department. It was also agreed that a consultation should also be conducted if there are concerns on employee transfer.

In addition, parties agreed to resolve issues on Notice to Explain (NTE) or disciplinary actions, workloads, optional overtime and other benefits such as housing loan, housing assistance loan, emergency loan, and educational loan through their Labor-Management Cooperation (LMC).

Aquino lauded the efforts and willingness of both parties to settle their conflicts.

He also commended Conciliator-Mediator Othello B. Tongio, Jr. for his effective approach that leads to the resolution of the parties’ conflict.
“Through conciliation-mediation, DOLE, through theNCMB, is doing its best in delivering speedy labor justice to our workers with impartiality and transparency that are essential in fostering labor and management harmony and creating conditions favorable to business growth, employment, and competitiveness of workers and enterprises,” Pascual said.

Alliance of Yokohama Employees is affiliated with the Philippine Trade and General Workers Organization (PTGWO) represent 1,748 regular and rank and file workers and is headed by its President, Mr. Roel Padilla and Atty. Arnel Dolendo of PTGWO
