NATIONAL CONCILIATION AND MEDIATION BOARD
NCMB Deputy Executive Director Shirley M. Pascual has assumed as the new officer-in-charge of the NCMB by virtue of Administrative Order 356, Series of 2015 issued by Labor Secretary Rosalinda Dimapilis Baldoz on 17 August 2015.
Pascual succeeded former Executive Director Reynaldo R. Ubaldo who retired from government service effective 16 August 2015.
Pascual brings to her new post a wealth of experience from her long years of service with the NCMB, which exposed her to the nitty-gritty of alternative dispute resolution mechanisms.
She has been Deputy Executive Director IV of the NCMB since March 2010. Prior to that, she held the position of Director II from July 1989 to March 2010. She joined NCMB as Administrative Services Chief I in March 1988.
She held various positions at the Development Bank of the Philippines from 1980 to 1986.
Pascual is a Career Executive Service Officer III, and holds the degree Master in National Security Administration from the National Defense College of the Philippines.
She finished her elementary schooling at St. Columban’s Academy in 1965, and attended high school at St. Columban’s College from 1965 to 1969.
She pursued Bachelor of Science in Commerce as a resident scholar at the Lyceum of the Philippines where she graduated in 1973.
She also studied law at the Arellano Law Foundation from 1991 to 1995.
Pascual is an active member of the Rotary Club of Marikina Heights District 3800 and was the club’s Most Outstanding Rotarian in 2002. She is also a member of the Association of Career Executive Service Eligibles.
Pascual thanked Baldoz for her trust and confidence and assured that she will do her best to continue the efforts of her predecessors to preserve the gains achieved by the Board in its mandate to maintain industrial peace.
Along with Pascual, two other NCMB officials were elevated to the posts of OIC Deputy Executive Directors IV.
Directors Jay Jasper B. Javines of Regional Conciliation and Mediation Branch No. IV-B and Maria Teresita L. Cancio of RCMB III were designated OIC-Deputy Executive Directors. Both assumed their posts on September 1, 2015.
