The National Conciliation and Mediation Board (NCMB), in coordination with the Government Procurement Policy Board (GPPB), recently held a three-day seminar-workshop on Republic Act No. 9184 known as the Government Procurement Reform Act (GPRA) and its 2016 Revised Implementing Rules and Regulations (IRR) held at Robbinsdale Residences in Quezon City on July 24-26, 2019.

The GPRA was enacted to lay down rules and regulations to modernize, standardize, and regulate the procurement activities of the government.

“While the Board’s technical programs are often highlighted, we equally give weight and focus to our procurement program to make sure that our resources are judiciously spent and to enable us to achieve our targets benefiting not only us but also our clients,” said NCMB OIC, Executive Director Maria Teresita L. Cancio during the opening of the activity. Cancio wished the participants a very fruitful activity and encouraged them to be very participative. “The GPPB is here to guide us in complying fully with the provisions of RA 9184 so that we can eventually check our practices back home,” she ended.

The training was attended by NCMB Officials and employees involved in the procurement process specifically the BAC Chair and its Secretariat. It was conducted as part of NCMB’s commitment to good governance, transparency, accountability, equity, efficiency, and economy in the procurement process.

Corresponding workshops were conducted by the speakers/trainers to guide the participants in the applicability of RA 9184 when entering into specific transactions in the procurement process.

The General Provisions of RA 9184 and its 2016 Revised IRR including matters relating to the effective implementation of the procurement process were discussed by GPPB accredited trainers Ms. Juliana G. Sunga of Department of Justice, Engineer Antonio M. Bautista of Department of Energy and Mr. Josue O. Mirabite of the Philippine Institute for Development Studies.
