Legazpi City, Albay – It’s a wrap for the National Conciliation and Mediation Board as it successfully concluded its 5-day communication planning workshop and capacity building activity for its communication and digital marketing approaches in Legazpi City, Albay. With resource speakers from the communication arm of the Philippine government, Philippine Information Agency (PIA), the activity from March 3 to 7, 2025 gathered Labor Information Officers (LIOs) across the Board’s Regional Conciliation and Mediation Branches nationwide to enhance the LIOs’ proficiency on digital marketing and social media strategies suited for government news and publication materials.
With topics ranging from crafting effective communication plans, content strategy, digital marketing trends, understanding social media platforms, to social media analytics and optimization, the development training enhanced LIOs’ awareness and broadened their knowledge on current online platforms. This allowed them to elevate set strategies in utilizing social media as a tool for communicating the Board’s mission and vision ensuring maximum reach and engagement with clients.
In his welcome remarks, Regional Conciliation and Mediation Branch V (RCMB-V) Director Reynaldo Foncardas highlighted the essence of communication in NCMB’s implementation of its programs. “Malaki ang contribution ng mga LIO for purposes of awareness ng ating mga stakeholders, kung ano ba ‘yung mga ginagawa natin sa office,” he stated, adding emphasis on how LIOs are usually tasked with sharing happenings in their respective regional branches through press releases and good news stories.
The communication planning workshop was led by Ms. Carla San Diego-Malabanan, OIC of the Media and External Relations Division of the Department’s Information and Publication Service. Moreover, Mr. Bradley De Leon and Ms. Kate Shiene Austria also from the PIA served as the resource persons for topics on social media platforms, content strategy, and digital marketing analytics and optimization.
The collaborative atmosphere of the training and workshop sessions was apparent, as participants exchanged ideas, gave feedback based on their regional experiences, and at the same time gained more knowledge from one another.

As the training came to an end, Deputy Executive Director Maria Cristina Mangaliman emphasized how digital strategies and content creation are already considered necessary in today’s fast-paced technology and digitalization. “Kailangan alam natin, kailangan marunong tayong sumabay,” she reiterated in her closing remarks.
The focus on digital innovation and effective communication strategies utilizing social media underscored a collective commitment in further elevating the Board’s current digital and social media presence while aligning with the Department’s thrust of strengthening its information dissemination programs to the public. The activity ensures that the message of the Board reaches its intended audiences, taking a step closer to bringing government services closer to the Filipino people.
