City of San Fernando, Pampanga – With a seminar entitled “Fostering Workplace Stability: Exploring Employees’ Compensation Program (ECP) and Alternative Dispute Resolution (ADR) Strategies”, another convergence activity took place at the Clark Freeport Zone in Pampanga last October 22,2024 through an area-wide seminar. The Regional Conciliation and Mediation Branch (RCMB) III partnered with the Employees’ Compensation Commission (ECC) Regional Extension Unit – Central Luzon and the Clark Development Corporation (CDC) to equip attendees with practical tools to improve workplace safety and dispute resolution processes.
Gathering over 120 participants, the activity was attended by employees from 72 companies in various industries which included the Manufacturing industries, Business Process Outsourcing (BPO), and Healthcare industries in the freeport zone.
CDC’s Vice-President for Administration and Finance, Jose Miguel Dela Rosa, welcomed the attendees and emphasized the importance of the DOLE programs particularly the Employees Compensation Program (ECP) and ADR in fostering workplace harmony. VP Dela Rosa stated “As labor and management, you need to be ‘CUTE’ – possessing Communication, Understanding, Tolerance, and Empathy for one another to foster effective relationships.” Mr. Rommel Narciso, Assistant Vice President for the External Affairs Department, also addressed the participants and reinforced CDC’s commitment for a stable and cooperative work environment.
The one-day activity discussed topics on ECP’s coverage on work-related accidents and injuries, as well as Labor Management Cooperation (LMC), Grievance Machinery (GM), and Conciliation-Mediation Services under the ADR program.
RCMB III Conciliator-Mediators Allan Tolentino and Rico Babalcon served as resource speakers and discussed Labor Management Cooperation and Grievance Machinery, respectively. Furthermore, Director Othello Tongio, Jr., detailed the Board’s Conciliation-Mediation Services by providing insights on effective dispute prevention and resolution and how these help workers and employers in their work setting.

Information Officer Danica Mae Lacson of the ECC underlined the agency’s ongoing efforts to support employees through comprehensive compensation programs, emphasizing the importance of workers benefits.
Capping off the activity, the RCMB III head expressed his appreciation to ECC and CDC for their crucial participation in ensuring the seminar’s success. The event marks the second phase of the seminar series, following its first session, which took place in Bulacan on July 30, 2024. This seminar is part of NCMB’s ongoing collaboration with government agencies and other organizations across the country to promote industrial peace and broaden its reach to private companies in fostering harmonious relationships in the workplace.
