NCMB Conducts an Orientation Training on the 2017 Omnibus Rules on Appointment, SALN and Record Keeping

The National Conciliation and  Mediation Board (NCMB) in coordination with the Civil Service Commission-Bangko Sentral ng Filipinas Field Office (CSC- BSFFO) conducted a two-day orientation training for NCMB Officials, administrative officers and members of the Human Resource Merit Promotion and Selection Board (HRMPSB )  at the Central Office 5th Floor Conference Room, Arcadia Building, Quezon Avenue, Quezon City                                                                            on February 20 – 21, 2018.

 

The said activity intends to equip NCMB HRMO, HRMO-Designates and personnel involved in the screening, selection and promotion process and to provide updates on various issuances on appointments and other human resource (HR) actions.

The activity also aims to address issues concerning appointment preparation as well as HR actions in government service.

The orientation training served as a venue for exchange of ideas, work experiences, problems, and mutual concerns among the participants.

Ms. Editha C. Censon, Senior Human Resource Specialist of the CSC-BSFFO discussed the highlights of the 2017 Omnibus Rules on Appointments and Other Human Resource actions (ORAOHRA).

On the second day, Mr. Cesar C. Garduque, Jr., Special Investigator V Office for Legal Affairs of the CSC-BSFFO discussed Section 8 of Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees’ which requires all government officials and employees to submit  declarations under oath, of their assets, liabilities, net worth, and financial business interest, including those spouses and of unmarried children under  18 years of age living in their households.

“A public office is a public trust. This statement carries great weight and goes beyond mere liability.  It is a duty and moral responsibility of government officials and employees to practice and demonstrate transparency and accountability in public office,” he said.

“Issues surrounding the SALN may seem simple, but there are serious repercussions to even simple negligence in its filing, this is because the SALN is a statement to a public servant’s transparency and accountability to the people.” He explained further.

It is a duty to render public service honestly and fairly and that includes taking seriously the filing of SALN, he added.

Overall, the seminar was very informative and timely, the training also will be of great help to NCMB HRMOs and HRMO-designates and personnel during the conduct of selection process.- Diadema Aquino Aguirre
