Quezon City, Philippines – Driven by its commitment to ensure top-tier performance in program delivery, the National Conciliation and Mediation Board (NCMB) recently wrapped up the 2024 Trainers’ Training for NCMB Program Implementers held on 12-16 August 2024 at Park Inn by Radisson North EDSA, Quezon City.
The week-long event, divided into two phases, brought together 50 technical officers and 21 administrative personnel from the Central Office and Regional Branches who are at the forefront of promoting the Board’s core programs: Labor-Management Cooperation (LMC), Grievance Machinery (GM), and Voluntary Arbitration (VA).
The first phase was designed for newly appointed Labor and Employment Officers (LEOs) of the Board to equip them with basic knowledge on the programs before they embark on a more comprehensive and in-depth training.

Executive Director Maria Teresita D. Lacsamana-Cancio explained the key concepts and shared several best practices that LEOs can incorporate in their activities. She emphasized that the LEOs are part of an agency committed to assisting both workers and management in fostering harmonious relationships, and urged them to keep the noble purpose of their work in mind.

“There is nothing more noble than to help those in need,” says ED Cancio.
Following this were the discussion and presentation of the Standard Modules on LMC and GM-VA programs.

The second phase engaged the participants in interactive sessions on the topics gender mainstreaming in workplaces, pitching, and technical and feature writing.
The program commenced with inspiring messages from ED Cancio and Deputy Executive Director Teresita E. Audea. ED Cancio greeted the participants warmly, praised the improved training venue, and noted the increased availability of training opportunities for NCMB personnel. This, she said, underscores the importance the Board gives to LEOs in the overarching goal of industrial peace. She encouraged everyone to put forth their best effort and always seek guidance from God in their endeavors. As for DED Audea, she highlighted the significance of this year’s training, emphasizing past achievements in refining policies and procedures, improving reporting, and updating training materials.

Immediately thereafter, the esteemed subject matter experts delivered their presentations. Dr. Gina A. Opiniano tackled Gender Mainstreaming in the Workplace through LMC and GM. Mr. Reuben L. Aslor discussed strategies for Making a Successful Pitch while Mr. Julius Anthony M. Segovia covered The Right to Write: Technical and Feature Writing Techniques.

The session on Gender Mainstreaming in the Workplace through LMC and GM offered valuable insights into incorporating gender perspectives into promotional activities for the bipartite programs. On the other hand, the segment on How to Make a Successful Pitch focused on honing the participants’ presentation skills and their ability to communicate the LMC and GM concepts effectively using the standard learning modules, helping them connect with their audience and achieve desired outcomes. Finally, The Right to Write: Technical and Feature Writing Techniques provided practical techniques in writing narrative reports and creating engaging documentation of LMC and GM success stories and best practices.
The training likewise covered updates on reporting standards. Participants were updated on the latest changes in reporting forms, proper usage, and database management. A special session was also dedicated to addressing challenges faced by program implementers. This portion allowed participants to voice their concerns and work together to arrive at best possible solutions.

To conclude the activity, Technical Services OIC-Director Ligaya R. Lumbay commended the participants for their endless commitment in ensuring that more companies are visited and provided with orientation on LMC, GM and other initiatives of the Board. She encouraged them to apply what they learned from the training to enhance their performance and strategies.

Overall, the 2024 Trainers’ Training for NCMB Program Implementers was a powerful demonstration of NCMB’s dedication to fostering professional development and ensuring excellence in implementation of its programs. By equipping its personnel with advanced skills and practical knowledge, NCMB is committed to making a meaningful impact in labor-management relations.
